Peter here isn’t concerned with convincing us that we SHOULD be obedient. In the previous verses he has given us plenty of reasons why and motivations for obedience, but at this point he is directing his letter to those who are acting in submission to God. This is because Peter knows that there is a limit to our mental transformation. He knows we can talk about the reasons for and arguments for why not, but at a certain point, we will either be obedient or not. What Peter wants to talk about is what is produced when we choose to act. How does obedience, once chosen, affect us.
